Coorong District Council response measures to Novel Coronavirus (COVID-19)

The Coronavirus (COVID-19) pandemic is a global crisis, and our Council has a key role to play in limiting the spread and impact of it.

Our leaders are staying up to date on the latest advice from the State and Federal Governments, and relevant Government health agencies.

Residents who are experiencing financial hardship may seek assistance from Coorong District Council by entering into a long-term payment arrangement. Information is available on our Financial Hardship page.

Update - 25 May 2020

The SA Government have released their Roadmap for Easing Covid-19 Restrictions.

Most Coorong District Council services have now resumed:

  • All playgrounds, parks (incl. dog parks and gardens) have been re-opened to the public.
  • All community toilets have been re-opened.
  • All halls can now open and community groups will be able to book facilities (groups are encouraged to contact Council to work through arrangements).
  • The Coonalpyn Caravan Park and Narrung Campground are now open to the public (including public toilet facilities).
  • Sporting facilities can open in accordance with the new measures in place.
  • Public library services:
    • Tailem Bend, Tintinara, Coonalpyn and Coomandook Community Libraries are still closed to the public, however all are offering a 'phone and collect service'.
    • Meningie Community Library will be opening to the public from 3:45pm - 4:30pm Monday to Friday, and from 10am - 1pm on Saturdays.
  • Tailem Rail Museum, Coorong Gallery and the Meningie Information Hub will be assessed in preparation for Council's executive team to make a decision on re-opening from 8 June 2020.

All Council facilities are receiving regular cleaning to ensure facilities are up to standard – however if you come across anything that requires attention please contact Council on 1300 785 277 so that we can attend to it.

Signs will be in place to remind users of their obligations to social distance. Everyone can play their part in slowing the spread of COVID-19 by practicing good hygiene, using hand sanitiser and wiping down equipment and surfaces before and after use.

Changes to the Development Plan

The Development Plan is the principal document that is used by Council Planners to assess Development Applications. This plan regulates land use and guides planning decisions within the Coorong District Council. For a list identifying the current Development Plan and previous changes, please click here.

The Development Plan is reviewed from time to time, in accordance with the requirements of Section 30 in the Development Act 1993. The details of the review are summarised in the Strategic Directions Report. The Strategic Directions Report contains a Development Plan Amendment (DPA) program, outlining changes that will be made to the Development Plan over time.

The Development Act, 1993 and the associated Development Regulations, 2008 govern the processes to change Development Plans in South Australia. For further information on understanding the process to change Development Plans under the Development Act, 1993, please click here.

On 1 April 2017, with the passage of the Planning, Development and Infrastructure Act 2016, the new SA Planning System came into operation and this will include significant changes to the way land use change is undertaken in the future.

Council has a Strategic Planning & Development Policy Committee that provides advice to Council on matters pertaining to strategic land use planning and development policy.

Current or Recent DPAs

Given a requirement for Council to further investigate and consider housing options with respect to Tailem Bend, Coonalpyn, Meningie and Tintinara townships, the Minister for Planning has split the Town Centres, Townships & Environs DPA into two Parts. The Part 1 DPA contains those components of the DPA that do not propose additional rural living zones/land. The Part 2 DPA includes the proposed additional rural living land/zones. The Town Centres, Townships and Environs Part 1 DPA was approved by the Minister and then gazetted on 21 November 2017. The Part 1 DPA has been consolidated into the Coorong District Council Development Plan and is now available online (see a fore mentioned link).

The Town Centres, Townships and Environs Part 2 DPA will continue to be considered by Council and the Department of Planning, Transport & Infrastructure with a view to satisfying the Minister’s concerns. Further information on the Part 2 DPA will be contained in future Agenda(s) of the Strategic Planning & Development Policy Committee.
