Development of the Disability Access and Inclusion Plan
In 2018, the South Australian Government enacted the Disability Inclusion Act 2018, acknowledging the need for a more robust and coordinated approach to access and inclusion for people living with disability. The Act established a legislative foundation to drive systemic change across public institutions and communities.
Following this, South Australia launched its inaugural State Disability Inclusion Plan, Inclusive SA (2019–2023), in November 2019. This four-year strategic plan aimed to reduce barriers and enhance participation for people with disability. Developed in accordance with the Disability Inclusion Act 2018, the plan provided a framework for State Government agencies and local councils to implement targeted actions aligned with the National Disability Strategy.
With 2023 marking the conclusion of the first State Plan, the South Australian Government commenced the process of identifying the priorities for development of the next four-year State Plan.
The government reaffirmed its commitment and conducted a comprehensive statewide consultation to identify key focus areas which informed the development of the State Disability Inclusion Plan 2025–2029 (view here).
Following the launch of the State Plan on 22 August 2025, local councils were required under the Disability Inclusion Act 2018 (SA) to update and complete their own plans and lodge with the Department of Human Services by 14 February 2026.
