Completed Works & Projects

Council has an on-going program of capital works and upgrades to buildings, parks, playgrounds, and roads across the district. Below are some projects and works that have recently been completed.

As part of Council's commitment to provide spaces which promote social inclusion and provide health and wellness benefits for the community a new Skatepark facility in Meningie is was developed at the Meningie Oval and recreation precinct. The skate park compliments the surrounding facilities within the precinct and provides a safe and welcoming environment for outdoor recreation within our community.

This project was initially proposed by young members of the Meningie community and Council agreed to explore grant opportunities to make this project a reality. In recognition of their motivation, hard work and dedication to the project the Meningie Skate Park Committee received the Mayor's Award at the 2022 Australia Day Awards.

The skate park incorporates a range of different disciplines catering to skating, scooters and BMX riding at a variety of different skill levels.

This project was jointly funded through the Australian Government's Local Roads and Community Infrastructure Program (LRCIP), and the Coorong District Council.

The Coorong Community Skate Park project received development approval in December 2022. Construction commenced on 9 January 2023 and was completed in  April 2023.

Community was invited to attend the Coorong Community Skate Park Opening on Monday, 17 April 2023 followed by a saussage sizzle and fun activities.

Coorong District Council has transformed the Wellington East Reserve through funds received from the Federal Government's Murray-Darling Basin Economic Development Program.

This project has transformed the reserve into a fresh, exciting recreation and play space for residents and visitors to enjoy. This part of the Coorong district is fast becoming one of the region's most desirable river locations for living, and is perfectly located to offer access to attractions such as the Murray Coorong Trail, Lower Murray Canoe Trail and the Pangarinda Botanic Garden.

Activation of the reserve included new public toilets installed in the existing car park, installation of barbecue facilities and shelters, and fresh landscaping elements including an asphalt pathway, planter boxes, bike storage, bench seating, plantings and irrigated lawn areas, plus tidying of the beach area next to the boat ramp and pontoon. This work was completed in  June 2022.

There is opportunity for further transformation of the reserve in future, including expansion of the pathway to wind its way further into the reserve, a nature play space, relaxed seating and further landscaping that compliments the marina’s water views. These elements will be considered as future funding opportunities present.


Previous Project Updates

June 2022

Stage 1 works of the Wellington East Reserve Transformation Project are completed and Council is actively looking for grant funding opportunities for the delivery of Stage 2.

May 2022

Site works (including construction of concrete paths, paved areas and concrete edging) are now underway, with this stage of the project on track to be completed by the end of May 2022. Final determination of the shelter location was completed on-site, and a final concept design is now available to view.

Updated Concept Design May 2022

Delivery of the barbecue shelters and toilet block units is expected in early May, with construction to be completed by the end of the month.

March 2022

Since feedback was sought from the community in March and April last year, the project design has been refined and procurement has been undertaken. The first part of the project was delivered in September 2021, when the floating pontoon was installed.

Contractors have begun ground works for the new pathway which will form the heart of the upgraded recreational area. Works are expected to take three months, and be completed by June 2022.

Wellington East Reserve Transformation Project - From Above

Project Summary

With support from the Australian and State Government as well as the Meningie Progress Association, Meningie’s boat ramp jetty has been upgraded to improve accessibility and safety for recreation boating and fishing.

A new platform set at a lower height and joined to the existing jetty has been constructed to provide recreational watercrafts of varying types better access when loading people and gear from the jetty located next to the Meningie Lions Jubilee Park.

Council looks forward to residents and visitors to Meningie being able to enjoy the improved jetty facility, which is in close proximity to the main street and local shops and services.

Design of the platform addition has been carried out in collaboration with the Meningie Progress Association, who have been instrumental in working with Coorong District Council to see this project come to life.

Funding Support

Project Budget: $112,500

This project was made possible through a $67,500 Recreational Fishing, Boating and Camping Facilities Program grant, plus a $15,000 contribution from the Meningie Progress Association and support from Coorong District Council.

The Recreational Fishing, Boating and Camping Facilities Program is jointly delivered by the Australian and South Australian Governments through PIRSA, and aims to encourage South Australians to get out and enjoy the natural environment and boost regional economies.

Project Status

Construction of the jetty platform, resealing and line marking of the car park was completed in August 2023.

Meningie Lions Park Jetty Upgrade - Complete

Project Summary

Construction of the Coorong Community Skate Park was completed in April 2023. The Coorong Community Skate Park Committee (formed by a group of students from Meningie Area School and supported by staff and parents) have since raised over $34,000 to construct a Picnic Shelter next to the skate park (to house two new picnic tables). The shelter will be connected to the existing skate park and playground by a new section of footpath.

Project Status

Works took place for the installation of the new Picnic Shelter at the Coorong Community Skate Park on Wednesday, 21 February 2024 and were completed on Friday, 15 March 2024.

Project Summary

A fencing upgrade of the Tailem Bend Train Park to improve park safety and access was undertaken during the 2022/23 financial year. The project included replacing the playground's perimeter fencing and associated retaining wall adjacent to Railway Terrace.

This project was externally funded through the Australian Government's Local Roads and Community Infrastructure Program (LRCIP).

Project Status

Construction of this two-stage fencing upgrade commenced on Thursday, 22 June 2023.

The Tailem Bend Primary School were invited to celebrate the competition of this project with Mayor Paul Simmons in November 2023 as they had brought the fence to the attention of elected members for improvement.

Project Summary

Reconstruction of road pavement on Poltalloch Road is a 4-year program, with the first three stages completed in 2021/22 and 2022/23.

The scope of the project includes rehabilitation of 11.8 km of existing pavement through cement stabilisation of existing deteriorating pavement layers and sealing, with 4 km of road section completed in the first stage and a further 4.8 km to be completed during Stages 2 and 3.

Financial Information

The first stage of the program was funded through the Australian Government's Local Roads and Community Infrastructure Program (LRCIP) and Council's own source funding.

Council was successful with an application through the Special Local Roads Program, which has enabled Stages 2 and 3 (4.8 km of road reconstruction) to be completed in the 2022/23 financial year.

Council will delivered Stage 4 in 2023/24, following a successful grant application within the Special Local Roads Program. This saw a 3km stretch from Princes Highway heading west reconstructed.

Poltalloch Road completed

Princes Highway Service Road Reconstruction Works (AMPOL, Tailem Bend)

On Monday, 11 September 2023 reconstruction of the Princes Highway Service Road (Adjacent to AMPOL), Tailem Bend commenced.

This project sees replacement of the road pavement adjacent to the AMPOL service station along with a completely new asphalt seal to the entire service road. In addition to the pavement and seal works, there has been a cleanout of the stormwater swale drain, upgrades to some localised underground stormwater piping, kerbing to formalise the mid-block entrance, upgraded signage and line marking to provide better traffic flow management.

Construction of the project will took approximately 4 weeks to complete.

AMPOL Service Road, Princes Hwy Tailem Bend After Works Completed

Council recently completed an upgrade to the perimeter fencing of the Meningie Aerodrome. The project was jointly funded by Council and the Regional Airports program funded by the Federal Government. The Aerodrome is now almost completely fenced using 1.5m high vermin proof fencing as well as providing a clear access path for future fence line maintenance.

To address  flooding issues in Allen, Edward, and Falkner Street in Meningie, Council installed a pumping chamber at the Falkner Street main drain to assist in the rate of drainage flow. Previously, the main drain on Falkner Street was a wet system, which remained 80% full all the time. The installation of the new pumping chamber will pump the water from the main drain to keep it dry, increasing its capacity during heavy rain events.

Works occurred during May 2023 which involved removing reeds, widening the existing open channel and shaping the spillway to the main drain at the end of Falkner Street.

This project is now complete.

The Footpath Renewal Program consists of a list of footpaths which have been identified through theoretical asset management strategy, customer feedback and condition inspections carried out by staff. Council recently completed the construction of hot-mix asphalt footpath from Trevena Road to Stanley Street on the Southern side of the Kulde road.

The Seven Mile Road Upgrade project involved upgrading the section of road from the Noonameena Township to the Princes Highway. The section of road is 3.9 km long and was recently sealed from its unsealed state with improved vertical and horizontal geometry.

Council’s Kerb and Gutter Renewal Program consists of replacing concrete kerbing identified through theoretical asset management strategy, customer feedback and condition inspections carried out by staff. The renewal program for 2022/23 prioritized stage 2 of kerb & gutter replacement in Tiller Street, Tailem Bend as a continuing project from 2021/22. The project has now been successfully completed with the construction of semi-mountable kerb & gutter and driveway crossovers on the eastern side of Tiller Street.

The Wattle Street project saw the road upgraded from its unsealed state to a sealed residential street - including concrete kerbing, drainage, footpath and pram ramps installed.

Council allocated funding through the Local Roads and Community Infrastructure Program (LRCIP) and the recently adopted Footpath Expansion Program to deliver the Wattle Street upgrade.

Project construction works commenced on Monday 3rd of April 2023 and took approximately four weeks to complete.

As a part of the capital renewal of the Peake Water Supply Scheme, Council upgraded the electricity meter and pipeline from bore pump to the balance tank within the Peake Water Supply Pump Shed.

Final electrical and plumbing works occurred in early 2024.
