Streetscape Projects - Final Master Plan

As part of the Coorong District Council Streetscapes Project, Council investigated ways to improve the main streets in Tailem Bend, Tintinara, and Coonalpyn.

The Streetscapes Project is a master plan tool to guide Council in future decision-making, and identifies opportunities for improving the quality and enjoyment of the main streets. The project investigated main street features such as paths, access, lighting, public toilets, playgrounds, car parks, fences, furniture, signage, and more.

Development of the Streetscape Projects Master Plan

In August 2022 the community was invited to share their thoughts and ideas on the main streets of Tailem Bend, Tintinara and Coonalpyn with Council through an online survey or at face-to-face engagement sessions.

This input and feedback was collated and reviewed, and formed the basis of draft designs for each of the main streets in Tintinara, Coonalpyn and Tailem Bend.

The draft Master Plan was endorsed for further community engagement from late March until 5 May 2023. This feedback was further reviewed and a final plan was endorsed by Council on 19 December 2023.

This plan will be used to attract potential funding and develop detailed designs to deliver the community's vision in a logical, coordinated, and staged fashion.

What is a Master Plan?

A master plan is a dynamic long-term plan that provides a conceptual layout to guide future growth and development. Master planning makes connections between buildings, social settings and their surrounding environments. Developing master plans for the main streets of Tintinara, Coonalpyn and Tailem Bend will enhance community character and town pride, and provide opportunities to improve essential infrastructure requirements and increase community connectivity.

Through information provided through the first stage of consultation (August 2022), five key design principles have been derived:

  1. Improve Connectivity and Integration
  2. Create Greener Streets
  3. Celebrate Place: Express the local character
  4. Improve Economic Sustainability
  5. Amenity, comfort, and aesthetics

To complement the design principles, four key design strategies were developed to guide the master planning process:

  1. Create a Main Street experience
  2. Define a civic heart
  3. Connect the precinct
  4. Consolidate and maximise efficiency of parking areas

The community is reminded that the Master Plan is a guiding document and does not provide the specific detail required to deliver projects. The Master Plan will enable Council to develop individual projects and deliver them in a logical, staged approach so that once complete, a seamless integrated space has been developed for the community to enjoy.
